This grain needs to be rinsed thoroughly before it's cooked to remove the outer layer that contains a powdery residue. Rinse the quinoa in a fine-mesh strainer until the water runs clear. 2. Heat a burner to high on the stove. 3. Add the liquid and quinoa to a pan. Bring the water or broth to a boil. 4. Turn the heat to low so the quinoa simmers. Cook for about 15 minutes. You'll know the quinoa is cooked when it appears clear or translucent. The germ will also spiral out of the grain when it is done. Note: For a toasted, nutty flavor, place the quinoa that has been thoroughly rinsed in a dry skillet and toast it a few minutes on medium heat. Then cook as instructed above.
