You can use portable air conditioners to cool your basement. They are very affordable especially if you can get them pre owned.

 Pay a pro to have a unit suck air from the basement to the outside. This might cost a good amount of money but it will cool your basement and also lessen the amount of energy you will need to cool your basement.
